Exhibit S24_1 to CLAG’s design and development plan paper (24 September 2026): the Council’s own emails of 16 and 17 September 2025 on Policy 60, from the Council’s disclosure FOI00020035 Filed with CLAG’s design and development plan paper, for the public register of application 26/02109/FUL. The two pages below are pages 182 and 183 of the Council’s response to CLAG’s request for information under reference FOI00020035, as the Council disclosed it, with the Council’s own redactions. They are not on the planning register; CLAG holds them as the Council’s disclosure and files them so that the record the paper relies on is before the Council and the public. Each page carries its item number, its page within the item and its page in this exhibit; the page itself is reproduced below the stamp at a slightly reduced size. Two further details are masked in black by CLAG: the case officer’s mobile telephone number and the landscape officer’s mobile telephone number. The names and office email addresses of the Council’s officers are visible, as on Exhibit TP1. Nothing else on the pages is changed. The officers are named in the paper by office only. The paper quotes two passages from these pages: 1. 2.

The case officer, 17 September 2025 (page 182): “Policy 60 was also raised, but looking at the policy text the height of the building does not meet the triggers for applying this policy.” The Council’s landscape officer, 16 September 2025 (page 183): “I am confident we were correct in our advice on this application that verified views were not needed – as it the building does not meet the policy 60 triggers. It is true however, that the previous approved 2015 application does include verified views even though that building also would not have met the policy 60 triggers too (in fact a lower building than the current proposals).”

The item in this exhibit: 1.

Item S24_1.1: the two emails, the case officer’s of 17 September 2025 with the landscape officer’s of 16 September 2025 below it, pages 182 and 183 of the disclosure (2 pages).

RE: Christs College - Planning committee

Hi Thank you for getting back to me so quickly. When finalised, if you could just confirm any handover plans that would be greatly appreciated. Apologies, yes, I agree that the advice that verified views are not required was correct. Policy 60 was also raised, but looking at the policy text the height of the building does not meet the triggers for applying this policy. They have also provided a TVIA with this application which may have confused things slightly, but overall in agreement that it isn’t a requirement for the scheme. Kind regards, Dominic Dominic Bush | Senior Planning Officer Pronouns (He/Him)

Hi Dominic, Thank you for your email. It is correct I will be off by then and unable to attend that committee meeting. I am cc’ing in . We are not yet decided on who will be taking on each of my projects during leave – but we do intend to make a handover plan, including this, soon and will get back to you ASAP. With regards to the third-party comment on ‘missing verified views’ I am confident we were correct in our advice on this application that verified views were not needed – as it the building does not meet the policy 60 triggers. It is true however, that the previous approved 2015 application does include verified views even though that building also would not have met the policy 60 triggers too (in fact a lower building than the current proposals). I’m not sure why verified views were included for the 2015 proposals back then. It was more contested scheme on heritage grounds, so it’s possible the applicant just offered it as an extra because they knew it wouldn’t be visible from anywhere so just wanted to strengthen their planning case? Anyways, I will investigate a bit more and will discuss and confirm with landscape colleagues. Kindest regards,

The first permission is quashed. The second is frozen.

On Tuesday 20 October 2026 the High Court quashed the first approval, 25/02161/FUL, on all four grounds of our claim. The Secretary of State has frozen the permission. On 13 October she directed the Council not to grant it without her authorisation while she considers whether to call the application in, six days after the identical application 26/02109/FUL was controversially approved. If you would like to support a call in, write to us and we will tell you how.
