On Tuesday 20 October 2026 the High Court quashed the Council’s first permission for the Christ’s College library, of 7 November 2025, on all four grounds of our claim.

Exhibit TP1 to CLAG’s committee papers letter (24 September 2026): the case officer’s emails of 21 and 22 October 2025 on late representations to the committee of 29 October 2025 Filed with CLAG’s committee papers letter, for the public register of application 26/02109/FUL.

The two pages below are pages 1 and 2 of CLAG’s print, made on 1 September 2026, of an email chain of 9 to 22 October 2025 between the case officer for application 25/02161/FUL and the planning consultants acting for CLAG. They carry the case officer’s email of 22 October 2025 at 13:21, the consultants’ email of 21 October 2025 at 20:57 below it, and the case officer’s email of 21 October 2025 at 13:22 below that. The eight further pages of the print, the earlier emails of the chain, are not reproduced. The names and office email addresses of the Council’s officers are shown. The names, personal email addresses and telephone numbers of the individuals at the consultants, CLAG’s member and the personal email address of CLAG’s expert are masked with a black box, and the text beneath each box is removed from the file; the offices, the firms, the dates and times, the subject lines and the text of the emails are unchanged. The masking is CLAG’s, for the privacy of the individuals. Each page carries its item number, its page within the item and its page in this exhibit, and is reproduced below the stamp at a slightly reduced size. The letter quotes these sentences: 1.

2. 3.

The case officer, 22 October 2025 (exhibit page 2): “Any representations that were received last week, up to Friday 17th have been reflected in my officer report. However, any that were received later than this will be reflected within the amendment sheet 2 or 3 days prior to the committee meeting. These documents are all uploaded to the application and are visible on the public portal. Given that the documents remain publicly visible, and will be acknowledged within the amendments sheet, I am afraid we are not able to append all late representations received in full.” CLAG’s planning consultants, 21 October 2025 at 20:57 (exhibit page 3): “I am content for it to be referenced on the amendment sheet, but request that it be appended in full.” The case officer, 21 October 2025 at 13:22 (exhibit page 3): “I am afraid that as the letter was received after the consultation deadline of the 17th October, the officer report is finalised and has been sent to be published, your letter will therefore not be referenced in the report. An amendment sheet will be published next Mon / Tues on the agenda for the meeting. Your letter will be referenced on that as a late document for members to consider with some officer commentary.”

Item TP1.1: the case officer’s emails of 22 and 21 October 2025 with the consultants’ email of 21 October 2025 between them, pages 1 and 2 of the print, masked (2 pages).

This application seems to be being rushed to Committee with unusual haste. You will be aware that the CLAG objection and several supporting reports were submitted on 17 October by , so I trust (and shall be grateful for your confirmation that) they will have been properly reflected in your report. My letter was an elaboration of the objection. I am content for it to be referenced on the amendment sheet, but request that it be appended in full. Regards.

Thank you for your email, I can confirm receipt of the attached letter in objection to this application. The first permission is quashed. The second is frozen.

On Tuesday 20 October 2026 the High Court quashed the first approval, 25/02161/FUL, on all four grounds of our claim. The Secretary of State has frozen the permission. On 13 October she directed the Council not to grant it without her authorisation while she considers whether to call the application in, six days after the identical application 26/02109/FUL was controversially approved. If you would like to support a call in, write to us and we will tell you how.
