Thank you for consulting us on the above application for planning permission. This application is effectively, a resubmission of application no. 25/02161/FUL which, alongside listed building consent application no. 25/02162/LBC sought consent primarily to replace the current 1970s library building at Christ’s College Bath Court with a new building; they also included internal alterations to the kitchen, Upper Hall and adjacent areas, with the aim to improve overall accessibility and use of the complex. Historic England’s advice on the formal application and subsequent amended scheme was issued in our detailed letters dated 29 July and 1 September 2025 respectively. We then stated our lack of objection to the scheme and asked your Council to determine the application in accordance with national and local planning policy guidance and on the basis of your expert conservation advice. The proposals subject of the present application remain unchanged from those previously assessed. Consequently, we are comfortable to reiterate our position of no objection and do not wish to make any further comments. We defer you to our previous letters of advice for a detailed assessment of the proposals, which are enclosed to this email, for ease. It is not necessary for us to be consulted again on this application. If there are any material changes to the proposals or you would like further advice, please contact us. Please advise us of the decision in due course. Yours sincerely,

Rosa Teira Paz (she/her) Inspector of Historic Buildings and Areas | East of England Region

The first permission is quashed. The second is frozen.

On Tuesday 20 October 2026 the High Court quashed the first approval, 25/02161/FUL, on all four grounds of our claim. The Secretary of State has frozen the permission. On 13 October she directed the Council not to grant it without her authorisation while she considers whether to call the application in, six days after the identical application 26/02109/FUL was controversially approved. If you would like to support a call in, write to us and we will tell you how.
