In the High Court of Justice King’s Bench Division Administrative Court In the matter of an application for judicial review THE KING on the application of CHRIST’S LANE ACTION GROUP Claimant -andCAMBRIDGE CITY COUNCIL Defendant -andCHRIST’S COLLEGE CAMBRIDGE Interested Party UPON considering the draft consent order and statement of matters, signed by the Defendant and the Interested Party, whereby the impugned decision is to be quashed, by reference to the four grounds of challenge AND upon considering the refusal of the Claimant to sign the draft consent order, on the basis that it contends the grounds of claim raise general issues, necessitating the Court to give a reasoned judgment on them
ORDER BY HON. SIR PETER LANE 1. The substantive hearing fixed for 1 day on 20 October 2026 shall remain listed. 2. The parties can expect the Court on that day to consider first whether, in the circumstances, it is appropriate to proceed as the Claimant contends.

1. Given the short period of time before the substantive hearing, and in view of the fact that an order on the papers quashing the decision on the basis of the statement of matters is likely to be the subject of an application by the Claimant for the issue to be revisited at a hearing, the most practicable course is to keep the listing for 20 October. 2. Should the Court determine there is no merit in the Claimant’s position, the parties will be able to make submissions as to what consequences should follow in terms of costs. Signed: Peter Lane

The first permission is quashed. The second is frozen.
On Tuesday 20 October 2026 the High Court quashed the first approval, 25/02161/FUL, on all four grounds of our claim. The Secretary of State has frozen the permission. On 13 October she directed the Council not to grant it without her authorisation while she considers whether to call the application in, six days after the identical application 26/02109/FUL was controversially approved. If you would like to support a call in, write to us and we will tell you how.
